Tosatsu Manor isn't near the capital of the empire, but when you're a few miles inland from one of the bigger ports near the ocean who really cares?! The surrounding city surrounding the Manor is bustling with activity from local fishing towns, middle class who are eager to live a new urban life, and the endless stream of men and women who come to work for the palace or the Manor itself. The entire town retains the traditional Tosatsu spirit (probably to attract tourists), and the entire area glistens with various shades of bright reds and oranges.
With high competition between cooks and restaurants, several hotels and residential halls have been constructed around the Manor and the city, each one boasting its own unique dishes and hot bath. Though, unfortunately, natural hot springs don't exist around this area. One would have to climb higher to the capital city itself. The entire city acts as a secondary hub and a midpoint between most of the Empire and the Capital itself, so the area has become a cultural sink.
Though Tosatsu Manor is closer to the ocean, fish is still not one of the more famous or high quality cuisine in the city. Due to relations with the neighboring Sea Kingdom, fish is not precisely in surplus within the kingdom. On the contrary, the Tosatsu are skilled with cultivating and butchering of literally any animal unfortunate enough to wander onto land, which does lead to some unusual meats such as giant squid, mystery rhino, whole shark soup, and "fresh egg within a mouse within a chicken within a dog within a camel's stomach" aka "The Meat Dimension". To a sense, the name Lady Slaughter refers to her various knives and the culture of high culinary foods from less than high quality sources. Though it is strictly taboo to consume a rabbit on Tosatsu land, as they are the sacred beast and kin of King Artamos. Probably.
