Does he sit next to you or near you in art class? Is he a loner in your school or does he have friends?
You could always annoy him back...
i.e. Sticking gum in his hair when he's not looking,
let him copy your homework that has all the wrong answers [unless your teacher grades on completion instead of accuracy],
frame him in a cheating situation [Somehow get him to lean toward your desk, like writing a note and beckoning him to read it, while you're taking a test and then raising your hand and saying "Teacher, he's cheating"]

I've got an idea. Ignore him. He'll EVENTUALLY get bored and stop. Maybe he keeps annoying you because you react. And if that doesn't work, beat him up.

It sounds like he seats beside you.
If that's the case, ask the teacher if you can move to another spot. He should leave you alone.
Outside of class, well... can't help ya there.
