Not all of it. I usually make the base image in paint cuz there are some tools in paint that perform better. And then I just use the other program to add in effects.

Yeah they could- it will depend on wht you use. Doing it on computer takes a little expierence but if your thinking colored pencils then yes most definately. Just be careful not to smudge your colors in with the pencil outlines though.
