Shut up and sit down are commands, with you implied as the subject. You is the only word which can be implied as a subject when making commands.

Simply saying "Refers to the..." isn't implying a subject and just makes you sound silly.

There are more complex sentences though which can have implied subjects, any of which can start with verbs (not gerunds) and still make grammatical sense.
